APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board (WDB), to execute a contract amendment
extension with Mt. Diablo Adult Education to provide training services to dislocated
workers, effective September 20, 2010, to increase the payment limit by $122,568 to a new
payment limit not to exceed $199,218 and to extend the term from February 14, 2011, to
June 30, 2011 .
FISCAL IMPACT:
$199,218; No County Cost, 100% Federal: $156,650 American Recovery and Reinvestment
Act ($130,000 Dislocated Worker, $26,650 Adult); $35,055 Workforce Investment Act
Adult; $7,513 Title V Senior Service America, Inc.
BACKGROUND:
Mt. Diablo Adult School (Agency) will coordinate the delivery of a comprehensive set of
Microsoft Office training courses for up to 100 WIA eligible Adult and Dislocated Workers
at adult school locations throughout Contra Costa County. The Microsoft Office Training
course will consist of the following applications: Introduction to PC/Windows, Introduction

BACKGROUND: (CONT'D)
Word, Introduction to Excel, Intermediate Excel, Power Point and Outlook.
This amendment will allow the Agency to provide Microsoft Office Suite training courses to
100 additional WIA participants, Microsoft Word and Outlook training to 40 Title V
participants, and Phlebotomy Training to 20 WIA Adult and Dislocated Worker participants.

CONSEQUENCE OF NEGATIVE ACTION:
Adult and Dislocated workers will have fewer training opportunities which may result in
delayed re-entry into the workforce.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children’s

Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self

training and upgrading job skills which provide opportunities for dislocated workers to
