APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the County Zero Tolerance for Domestic Violence Initiative, to accept finding
in the amount of $550,000 from the US Department of Health and Human Services,
Administration for Children and Families, Administration on Children, Youth and Families,
Children's Bureau to fund the Contra Costa County Children Exposed to Domestic Violence
Demonstration Project for the period of September 30 2010 through September 29, 2011.
FISCAL IMPACT:
County to receive up to $550,000. No County match. (All Districts)
BACKGROUND:
Each year, the Board of Supervisors adopts a Federal legislative platform which establishes
priorities and policy positions with regard to potential federal legislation and regulation. The
2009 Federal Legistlation Platform included Federal Fiscal Year (FFY)2010 Federal
Appropriation request of $750,000 as the second priority for Safe and Bright Futures for
Children

Subject:Children Exposed to Domestic Violence Demonstration Project funding
BACKGROUND: (CONT'D)
Exposed to Domestic Violence to implement the federally funded plan to diminish the
damaging effects of domestic violence on children and adolescents and to stop the cycle of
intentional injury and abuse. In May 2010 the Zero Tolerance for Domestic Violence
Initiative (ZTDV) was notified that a federal appropriation had been designated in the
amount of $550,000 and subsequently submitted a grant application to the US Department
of Health & Human Services, Administration for Children and Families, Administration on
Children, Youth and Families, Children's Bureau. On September 27, 2010 ZTDV was
notified of the award.
A broad based collaborative has developed a comprehensive plan under a 3-year federal
planning grant that will align and create a system responsive to the needs of children
exposed to domestic violence through identification, intervention, and treatment; raising
awareness; training professionals; utilizing and disseminating data; establishing consultation
teams to support providers in intervening and using best practices; and providing targeted
services over time.
Current activities include 1) development of a public education campaign aimed at parents
with a prevention message; 2) increasing capacity by training service providers to focus on
early intervention; 3) development of a robust on-line platform; 4) development of a
community of practice focused on children's exposure to domestic violence; 5) development
of data collection method(s); and 6) benchmark and measure progress.
Collaborative participants include: Child Abuse Prevention Council; Contra Costa County
Employment and Human Services Department Children and Family Services Bureau;
Contra Costa County Department of Health; Contra Costa County Probation Department;
Community Violence Solutions; First 5 Contra Costa Children and Families Commission;
STAND! Against Domestic Violence; and We Care Services for Children.
CONSEQUENCE OF NEGATIVE ACTION:
Funding would be returned and programs designed to support the Board of Supervisors
Federal legislative platform not implemented.
CHILDREN'S IMPACT STATEMENT:
The Zero Tolerance for Domestic Violence Initiative supports three of the community
outcomes established in the Children's Report Card: 2) "Children and Youth Healthy and
Preparing for Productive Adulthood", 4) " Families that are Safe, Stable ad Nurturing", 5)
Communities that are Safe and Provide a High Quality of Life for Children and Families"
through coordinated intervention services designed to reduce domestic and family violence.
