Adopt Resolution # 2010/517 to abolish specified positions and layoff employees in the
Department of Conservation and Development effective at the close of business on October
31, 2010.
FISCAL IMPACT:
None to the County General Fund. The position reductions and layoffs, as well as internal
shifts of staff, will allow DCD to proceed with organizational restructuring to maximize cost
recovery of revenues and accomplish work more efficiently. Approximately $1 million in
annual salary savings in Land Development will be realized through the elimination of these
positions.
BACKGROUND:
The economic downturn and slowdown in housing development has seriously impacted the
workload and revenues within the Building Inspection Division of the Department of
Conservation and Development (DCD).
DCD reviews all department revenues, expenditures and project/permit applications on a

BACKGROUND: (CONT'D)
As part of our monthly review DCD has already taken a number of actions to reduce
costs for services and supplies and other operations costs in order to reduce the impact of
the economic and housing downturn.
The economic and housing downturn, however, demonstrates the need faced by DCD to
both shift the workforce to new program areas such as energy efficiency and to
restructure operations to utilize staff in more efficient ways. DCD’s regular fiscal and
operations reviews also show a need for internal reorganization to more effectively
respond to changes in customer needs, program funding and long term efficiency.
As part of DCD’s effort to reorganize for more effective cost recovery of revenues for
services provided and for greater efficiency, at this time, it is recommended that the
Board of Supervisors approve the elimination of positions in the classes of Building
Inspector I and II and Clerk-Deep Class as shown on Attachment A.
CONSEQUENCE OF NEGATIVE ACTION:
The department will not be able to reduce its operating costs and shift workforce to
achieve the maximum efficiency and cost-effectiveness.
