ADOPT Position Adjustment Resolution No. 20857 to Add eighteen (18)
Weatherization/Home Repair Specialist--Project (9KW7) (represented) at salary plan and
grade QS5 1221 (3,579 - 3,946) positions in the Conservation and Development
Department.
FISCAL IMPACT:
Upon approval, this action will result in an annual cost of $1.25 million, which includes
retirement and other benefits. Of this amount, $272,754 is attributable to retirement costs.
No General Fund revenues will be used for these positions. The Weatherization positions
will be fully funded by Federal and State grants including the American Recovery and
Reinvestment Act (ARRA), the Low Income Home Energy Assistance Program (LIHEAP),
the Energy Efficiency Conservation Block Grant (EECBG) program, and the State Energy
Program (SEP).
BACKGROUND:
With the infusion of over $1.3 million of Federal ARRA revenues last summer, the County’s
Weatherization program increased staffing to carry out the home improvements by hiring

the County to expedite weatherization of low and moderate income homes throughout
the unincorporated county.
To increase energy efficiency in greater numbers of homes throughout Contra Costa
County, the Department of Conservation and Development (DCD) is leveraging the
ARRA funding with ECCBG funding and our County’s share of the upcoming State
Energy Program grant awarded to the Association of Bay Area Governments.
To meet the goals of these various grant programs for more energy efficient homes, DCD
needs to increase staffing in the Weatherization Program. The current temporary
Weatherization was recruited from among county employees being laid off from other
departments as well as through newspaper advertisements. Current temporary staff has
already completed three weeks of training provided by the State. To retain this trained
staff as well as to meet the program goals for numbers of houses in which energy
efficient measures have been completed, DCD will be appointing the current temporary
employees into the Project positions.
Simultaneously, in order to reduce the impact of the decline in building permit revenues,
DCD has met with Local One and reached an agreement to assign Building Inspectors to
the Weatherization Program to carry out the work of weatherizing homes. The
Department may obtain reimbursement for most of their salary and benefit costs. This
allows retention of County employees with construction knowledge and experience who
will be an asset within the Weatherization Program.
CONSEQUENCE OF NEGATIVE ACTION:
Delays in having fully trained Weatherization Specialists and other staff available to
carryout pending and upcoming work to increase energy efficiency in homes in Contra
Costa County will jeopardize reimbursement under current grant programs exposing the
county to liability for the work already completed and jeopardizing retention of the
grants.
