BACKGROUND:
The Contra Costa County Local Planning Council for Child Care and Development (LPC)
was established in April 1998. Required by AB 1542, which was passed in 1993, members
of the LPC are appointed by the County Board of Supervisors and the County
Superintendent of Schools. Childcare consumers and providers, public agency
representatives, and community representatives each comprise 20% of the LPC. The
remaining 20% are discretionary appointees. Membership is for a three-year term.

BACKGROUND: (CONT'D)
Council reviewed the applicants and approved the nominations. Due to scheduling conflicts,
the Family and Human Services Committee was not able to review the nomination in a
timely manner and recommends the Board of Supervisors consider the appointment
independent of the Committee.
CONSEQUENCE OF NEGATIVE ACTION:
The seat will be unfilled.
CHILDREN'S IMPACT STATEMENT:
The Local Planning Council for Child Care supports all of the five County community
outcomes: Children Ready for and Succeeding in School; Children and Youth Healthy and
Preparing for Productive Adulthood; Families That are Economically Self-Sufficient;
