Amendment of December 18, 1984, Board Order to Approve Rate Increase for
SUBJECT: Emergency Residential Care Placement Agreements Under the County's Continuing
Care (Short-Doyle Opt-Out) Program (FY 84-85)
SPECIFIC REQUEST(S) OR RECOMMENDATION(S) & BACKGROUND AND JUSTIFICATION
RECOMMENDATION
Paragraph 2. of the Board's Order dated December 18, 198.4, subject: "Approval of
Emergency Residential Care Placement Extension and Novation Agreements" is amended to
read as follows:
"2. APPROVE standard form Emergency Residential Care Placement Agreements with 27 residen-
tial care facility operators under the County's Continuing Care (Short-Doyle Opt-Out)
Program effective January 1, 1985;
AUTHORIZE the Director, Health Services Department , or his designee (Gale Bataille),
to execute, on behalf of the County, standard form Emergency Residential Care
Placement Agreements, effective January 1, 1985 through June 30, 1985, with automatic
six-month extensions from July 1, 1985 through December 31, 1985, with the 27 licensed
residential care facility operators specified in the attached Addendum to provide
emergency residential care for potentially eligible SSI/SSP applicants under the
County's Continuing Care (Short-Doyle Opt-Out) Program;
AUTHORIZE the payment of up to $16.54 per client per day from January .l, 1985, through
June 30, 1985, to said facility operators under said Agreements for such emergency
residential care, subject to the budgetary limitations set forth in County Mental
Health Services/Short-Doyle Budget; and
AUTHORIZE the payment of up to $66 per month from January 1, 1985, through
June 30, 1985, for incidental expenses and personal needs, to such clients who are
enrolled in the County's Continuing Care (Short-Doyle Opt-Out) Program and are placed
for emergency residential care under said Agreements, subject to the budgetary limita-
tions set forth in the County Mental Health Services/Short-Doyle Budget."
BACKGROUND
The Board on December 18, 1984, authorized extension of the rates and services for the care
of mental health patients in Board and Care facilities established under the Board's Order
of November 1, 1983, until such time as the Alcohol/Drug Abuse/Mental Health Division
received new rates from the State Department of Mental Health. The increased rates effec-
tive January 1, 1985, have now been received from the State Department of Mental Health.
These Emergency Residential Care Placement Agreements have been prepared in the standard
format approved by County. Counsel's Office and are in the process of being signed by the
contractors.
