APPROVE the conveyance of Grants of Easements, pursuant to Government Code Section
25526.6.
DETERMINE that the conveyance of said easements are in the public interest and will not
substantially conflict or interfere with County Costa County’s (County) use of the property.
AUTHORIZE the Chair, Board of Supervisors to execute the Grants of Easements on behalf
of the County, as recommended by the Public Works Director.
DIRECT the Real Property Division of the Public Works Department to cause said Grants
of Easements to be delivered to the grantee for recordation.

Subject:State Route 4 (E) Widening - Somersvile Road to Route 160 (Segment 2)
FISCAL IMPACT:
There is no impact to the County General Fund. The activity is funded by Contra Costa
Transportation Authority (CCTA). The County will receive compensation for the PG&E
Grant of Easements upon approval of the remaining rights of the County’s property
required by CCTA for the State Route 4 (E) Widening – Somersville Road to Route 160
Project (Project). SCH No. 2004092135
BACKGROUND:
The County acquired Assessor Parcel Numbers 067-342-001 and -002 in 1978 and
Assessor Parcel 067-342-013 in 1984 for flood control purposes and the construction of a
large storm drain system and realignment of West Antioch Creek. One 120” diameter
storm pipeline is in place and there are plans to construct two additional 120” diameter
storm pipelines in the future across a portion of the three parcels.
As part of the Project, PG&E is relocating its gas transmission, electric transmission and
distribution facilities. Portions of the County owned parcels are required to relocate both
the electric transmission lines and gas pipeline. PG&E is relocating their electric
transmission lines and gas facilities in advance of the construction of the Project. The
relocation of these PG&E facilities is in accordance with the approved plans and
specifications of the Project.
CONSEQUENCE OF NEGATIVE ACTION:
PG&E will not have the necessary land rights for its gas transmission, electric
transmission and distribution facilities to be located within the county parcels.
