FISCAL IMPACT: Contract is to be billed on a time and materials basis not to exceed $150,000 for the contract term. The County Redevelopment Agency has budgeted sufficient funds to cover such costs. There are no General Funds involved. BACKGROUND: In May/June, 2005, the County Redevelopment Agency and the Pleasant Hill BART Leasing Authority (a joint powers agency comprised of the County, the County Redevelopment Agency and the Bay Area Rapid Transit District (BART) approved the business aspects of the Transit Village Project on the BART property at the Pleasant Hill APPROVE OTHER RECOMMENDATION OF CNTY ADMINISTRATOR RECOMMENDATION OF BOARD COMMITTEE Action of Board On: 10/12/2010 APPROVED AS RECOMMENDED OTHER Clerks Notes: VOTE OF SUPERVISORS AYE:John Gioia, District I Supervisor Gayle B. ATTESTED: October 12, 2010 David J. Twa, County Administrator and Clerk of the Board of Supervisors By: KATHERINE SINCLAIR, Deputy cc: C.67 To:Board of Supervisors From:Catherine Kutsuris, Conservation & Development Director Date:October 12, 2010 Contra Costa County Subject:Inspection Services for Transit Village Project - Pleasant Hill BART Station Station. Among other things, these documents BACKGROUND: (CONT'D) stipulate that the Redevelopment Agency will act as a construction financer of the BART patron replacement parking garage, some required backbone infrastructure (streets and utilities) and placemaking improvements (parks, plazas, greens and civic uses). The Redevelopment Agency does not issue the permits or directly oversee the construction of these improvements. BART oversees the garage and Public Works and/or Building Inspection oversees the other public improvements. Nevertheless, the Redevelopment Agency requires its own independent inspection services to assure that requests for payments are appropriate, to review the merits of requested change orders and to provide technical advice in the event of disputes. The contract extension will allow services to be provided through the completion of the project. CONSEQUENCE OF NEGATIVE ACTION: Contractor will not be able to complete the services under the contract, which will then delay the completion of the Transit Village project.
