FISCAL IMPACT: $40,000 100% Federal Comprehensive Assessment for Positive Family Outcomes grant. (No County match) BACKGROUND: The opinions of foster parents, birth parents, foster youth and emancipated foster youth expressed in workshops, focus groups, and meetings are used to improve services in the ongoing development of a Family System of Care. Employment and Human Services (EHSD) convenes trainings, meetings, workshops and focus groups to provide a forum and encourage involvement in program service development. Twa, County Administrator and Clerk of the Board of Supervisors By: KATHERINE SINCLAIR, Deputy cc: C.57 To:Board of Supervisors From:Joe Valentine, Employment & Human Services Director Date:October 12, 2010 Contra Costa County Subject:Comprehensive Assessment for Positive Family Outcomes Grant Stipends EHSD BACKGROUND: (CONT'D) requests authorization to provide a stipend, of up to $15 per hour, per individual, to be paid through the Auditor-Controller accounts payable system to cover participants, mileage and expenses associated with these meetings, workshops and/or focus groups attendance. EHSD is responsible for maintaining attendance records at the trainings, workshops, meetings and focus groups. The Department will also keep a record of the total expenditures paid under the authorized stipend program as well as income paid to each individual and report the information to the Auditor-Controller, Internal Audit Division, on an annual basis each calendar year. CONSEQUENCE OF NEGATIVE ACTION: May reduce participation of foster parents, birth parents, foster youth and emancipated foster youth in workshops, focus groups and meetings. Participation of Foster Care clients is critical to ongoing quality improvement of service. CHILDREN'S IMPACT STATEMENT: The board order supports all five of the Children's Report Card community outcomes: (1) "Children Ready for and Succeeding in School"; (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (3) "Families that are Economically Self-Sufficient"; (4) "Families that are Safe Stable and Nurturing"; (5) "Communities that are Safe and Provide a High Quality of Life for Children and Families", by encouraging those impacted by grant services to participate in the ongoing trainings, meeting, and focus groups designed to elicit information to develop and improve services and service delivery to meet family and community needs.
