HomeMy WebLinkAboutMINUTES - 10122010 - C.39RECOMMENDATION(S): APPROVE and AUTHORIZE the Employment and Human Services Director, or designee, to execute a contract with Community Violence Solutions in an amount not to exceed $148,778 to provide services that rescue and restore victims of human trafficking for the period April 30, 2010 through April 29, 2011. FISCAL IMPACT: $148,778: 100% Federal Health and Human Services grant (CFDA #93.598). No County Costs. BACKGROUND: Building on the work of the U. S. Department of Health and Human Services (HHS) Rescue & Restore Victims of Human Trafficking campaign, which began to establish local anti-trafficking coalitions, the Office of Refugee Resettlement (ORR), in the Administration of Children and Families (ACF) within HHS, seeks to continue and expand efforts through regional grantees that will serve as focal points for an intensification of local outreach to and identification of victims of severe forms of trafficking in persons. The cornerstone of the program is the creation of the Contra Costa County Rescue & Restore Coalition (CCCRRC) dedicated to addressing human trafficking, and modeled on the highly effective county-wide Zero Tolerance for Domestic Violence Coalition. CONSEQUENCE OF NEGATIVE ACTION: Vital services to victims of human trafficking in Contra Costa County will be severly limited. CHILDREN'S IMPACT STATEMENT: The funding for the Zero Tolerance for Domestic Violence Initiative supports three (3) of the community outcomes established in the Children's Report Card: (2) "Children and Youth Healthy and Preparing for Productive Adulthood"; (4) "Families that are Safe, Stable and Nurturing"; and, (5)"Communities that are Safe and Provide a High Quality of Life for Children and Families".
