DIRECT the General Services Director, or designee, to authorize Hawley Peterson Snyder
(“HPS”) to proceed with architectural and engineering services through project completion
for the West County Health Center (“WCHC”) project.
FISCAL IMPACT:
On March 23, 2010, the Board approved a professional services contract with HPS in the
amount of $3.8 million and authorized services through the design development phase only
with a pro-rated not to exceed fee of $1.4 million. This second authorization would be for
the remaining $2.4 million.
The estimated total project cost is $45 million. Funding in the amount of $12 million is from
a Federal Health Resources and Services Administration (“HRSA”) grant, provided under
the American Recovery and Reinvestment Act of 2009. The remaining balance of $33
million will be provided through bond financing and dedicated revenue within the Hospital
Enterprise fund.

Subject:AUTHORIZE HAWLEY PETERSON SNYDER TO PROCEED WITH ARCHITECTURAL SERVICES
THROUGH PROJECT COMPLETION FOR THE WEST COUNTY HEALTH CENTER PROJECT
BACKGROUND:
Over the past few months, County staff have investigated and identified a city-owned parcel
to locate the WCHC. This new site is favored over the previous Doctors Medical Center site
because it provides for a larger site, and the ease of construction and client access are
greatly improved. The parcel is located on San Pablo Avenue north of Vale Road in the City
of San Pablo. Terms and conditions for the purchase of the land have been negotiated and
agreed to. The Health Services Department will bring the land purchase agreement before
the Board in a separate report.
The 2-story, 53,000 square foot WCHC will serve the community by providing outpatient
and ancillary services in a modern and efficient facility. In addition, a new 320 stall, 3-level
parking structure will be built adjacent to the WCHC. The City of San Pablo has reviewed
the design of the building exteriors.
The design of the project has progressed to the stage where it is necessary to authorize HPS
to proceed with the construction documents and administration phases of the project.
Fast-track methodologies, including designing and bidding in phases, are being utilized to
complete the project by June 2012.
CONSEQUENCE OF NEGATIVE ACTION:
If the authorization is not approved, a new health center that is more capable of meeting the
service demands would not be built.
CHILDREN'S IMPACT STATEMENT:
A new West County Health Center would better meet children's health needs in addition to
those of adults.
