APPROVE and AUTHORIZE the Employment & Human Services director, or designee, to
ACCEPT funding from the U.S. Department of Health and Human Services, Administration
for Children and Families on behalf of the County's Head Start delegate agency, First
Baptist Church of Pittsburg, in an amount not to exceed $5,000 for a Head Start Body Start
Play Space grant during the term September 1, 2010 through September 30, 2011.
FISCAL IMPACT:
No County match. No pension cost.

Subject:2010-11 Head Start Body Start grant (Delegate Agency)
BACKGROUND:
Contra Costa County Head Start delegate agency, First Baptist Church of Pittsburg, applied
to the U.S. Department of Health and Human Services, Administration for Children and
Families for a 2010 Head Start Body Start Play Space grant. The delegate agency was
successsful in securing a grant award of $5,000 which must be passed through the County
as the official federal Head Start Grantee for Contra Costa County.
Approval of this action will allow funds to be disbursed to improve the play area at the
Woods Manor childcare center, operated by the delegate agency, in Pittsburg, California.
CONSEQUENCE OF NEGATIVE ACTION:
If not approved, grant award must be returned to U.S. Department of Health and Human
Services.
CHILDREN'S IMPACT STATEMENT:
The Employment & Human Services Department Community Services Bureau supports
three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and
Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and,
Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved
by offering comprehensive services, including high quality early childhood education,
nutrition, and health services to low-income children throughout Contra Costa County.
