ADOPT Resolution No. 2010/462 honoring individual volunteers, Edward and Ruth Roth
for receiving a joint Ilene Lubkin Volunteer Award in Senior Transportation as
recommended by the Employment and Human Services Department.

BACKGROUND:
The Contra Costa County Advisory Council on Aging recognizes that transportation access
to both essential services and quality of life destinations is a key component of the
independence that older adults need to successfully “age in place”. Since mobility does
equal independence, particularly for frail seniors, the Advisory Council on Aging in 2005
decided to sponsor two annual awards in senior transportation: the Volunteer Award and the

Transportation Provider Award. Both of these awards have been named in honor of the late
Ilene Lubkin, whose vision

led the Advisory Council on Aging’s efforts to improve transportation for seniors in
Contra Costa County.
Criteria for the Ilene Lubkin Senior Transportation Provider Award
1. Any agency providing some form of transportation for seniors in Contra Costa County
is eligible to be nominated for this award.
2. Candidate agencies must have demonstrated a significant effort to improve or expand
transportation services resulting in increased mobility for seniors in Contra Costa County.
Award Recommendation
The Advisory Council on Aging in reviewing nominations for the Fifth Annual Ilene
Lubkin Senior Transportation Awards Program recommends Edward & Ruth Roth for a
joint Volunteer in Senior Transportation Award.
Edward & Ruth Roth have transported meals to homebound seniors thereby contributing
to a client’s ability to age in place, maintain greater independence and improve his/her
access to nutritious meals. They are both volunteers for the Meals on Wheels by Senior
Outreach Services program based in Walnut Creek, CA.
