APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract with Aspiranet in an amount not to exceed $166,667 to provide
emergency shelter receiving center services in Central Contra Costa County for children
taken into protective custody or transitioning through foster placements for the period
September 1, 2010 through June 30, 2011.
FISCAL IMPACT:
$166,667: 30% County ($50,000); 70% State Child Welfare Single Allocation ($116,667).
BACKGROUND:
Contractor was selected through competitive bid, Request for Proposal (RFP) 1110.
The Receiving Center serves as the hub of the Employment and Human Services
Department (EHSD) emergency shelter system. It provides temporary care to children who
have been taken into protective custody and children and youth who are transitioning into
foster placements.

BACKGROUND: (CONT'D)
The Receiving Center offers a homelike setting and is designed to promote stability in
placement, focus on the needs of the individual child, minimize move, and supports
permanency at the early stages of EHSD intervention.
CONSEQUENCE OF NEGATIVE ACTION:
Emergency shelter will not be available to temporarily care for children taken into protective
custody. This will increase the trauma to the child and additional burden to the EHSD staff
finding a placement for the child.
CHILDREN'S IMPACT STATEMENT:
This contract supports all five community outcomes: 1) "Children Ready for and Succeeding
in School"; 2)"Children and Youth Healthy and Preparing for Productive Adulthood";
3)"Families that are Economically Self-Sufficient"; 4)"Families that are Safe, Stable and
Nurturing"; and 5) "Communities that are Safe and Provide a High Quality of Life for
Children and Families” by providing a homelike environment for children entering the
Child Welfare system.
