HomeMy WebLinkAboutMINUTES - 09282010 - C.36RECOMMENDATION(S): APPROVE and AUTHORIZE the Director of Conservation and Development, or designee, to execute a First Amendment to Agreement between the City of Concord and Contra Costa County for Lead Based Paint Hazard Control Program to revise the administrative payment terms and extend the term to April 30, 2011. FISCAL IMPACT: No fiscal impact to the General Fund. All funds are City of Concord funds. BACKGROUND: The County Department of Conservation and Development, Building Inspection Division’s Neighborhood Preservation Program administers a lead based paint hazard reduction program for the City of Concord. The purpose of the program is to identify and control lead-based paint hazards in eligible private housing. The program recipients qualify for grant assistance under guidelines established by the U.S. Department of Housing and Urban Development (HUD). Section 7 of the Agreement provides for payment to the County for administrative work and technical services performed under the Agreement. The City and County wish to amend the Agreement to clarify the payment standard in Section 7(a) and to increase the payment when lead hazard grants are provided from 18 percent to 20 percent of the grant amount. In addition, City and County staff recommend an extension to the Agreement period from October 31, 2010 to April 30, 2011. If approved, these changes will be effective July 1, 2010. Attachment: First Amendment to Agreement between the City of Concord and Contra Costa County for Lead Based Paint Hazard Control CONSEQUENCE OF NEGATIVE ACTION: Failure to secure approval of the contract amendment will mean the untimely cancellation of the Lead Based Paint Hazard program in Concord. This is a program that benefits residents of Concord. CHILDREN'S IMPACT STATEMENT: The Lead Based Paint Hazard program supports community outcome # 5 established in the Children’s Report Card: # 5 - “Communities that are Safe and Provide a High Quality of Life for Children and Families", by eliminating lead-based paint hazards in homes.
