DETERMINE that the conveyance of said easement is in the public interest and will not substantially conflict or interfere with the County’s use of the property. AUTHORIZE the Chair, Board of Supervisors to execute the Grant of Easement on behalf of the County. DIRECT the Real Property Division of the Public Works Department to cause said Grant of Easement to be delivered to the grantee. FISCAL IMPACT: There is no impact to the County General Fund. BACKGROUND: The easement to be conveyed to the Contra Costa Water District (District) is for the Buchanan Field Airport, located at 5400 Marsh Drive, Concord (Property). The Property has been used since 1994 for a vehicle sales and leasing facility to the public; including cars, trucks, campers, boats, truck trailers, recreational vehicles, and other vehicles. In January 2010, the Contra Costa County Board of Supervisors approved a lease for this site to Valley Relocation and Storage of Northern California Inc. (Valley Relocation) to store and dispatch moving vans. Valley Relocation subsequently initiated tenant improvements and found that the site did not have a direct connection for water services; the water provided was through the adjacent property’s water system. Valley Relocation applied to have water service connected directly to the site by the District. The District requires that the County provide an easement for the area where the facilities are located for maintenance. A Notice of Exemption was previously filed on August 10, 2010 at the Contra Costa County Clerks Office. All services provided are consistent with the Airport Master Plan for Buchanan Field Airport. CONSEQUENCE OF NEGATIVE ACTION: The Property will not be able to connect into the District’s waterline system. CHILDREN'S IMPACT STATEMENT: Not Applicable. ATTACHMENTS grant of easement
