BACKGROUND: On October 13, 2009, the Board of Supervisors authorized the Employment and Human Services Department (EHSD) to commence the operation of the Subsidized Employment and Training Program (SET) utilizing the Housing Authority of Contra Costa as the Employer of Record. SET was made possible by the federal American Recovery and Reinvestment Act (ARRA) Temporary Aid to Needy Families (TANF) Emergency Contingency Funds (ECF). SET was funded 100% by the federal government (with a required match) and enabled the EHSD to put CalWORKS recipients and other needy adults and youth in our community to work in public agencies, non-profit organizations, and for-profit businesses. KEY PROGRAM ACHIEVEMENTS & OUTCOMES Although operating for a relative short period of 10-months, the SET was extremely successful in achieving the following benchmarks and outcomes. • Total Number of Participants: 1,081 (718 Adults & 363 Youth) • Number of Adult Worksites – 218 BACKGROUND: (CONT'D) ♦ East County 77 ♦ Central County 74 ♦ West County 67 • Worksites by Type ♦ Public Agencies 24% ♦ Non-Profit 35% ♦ For-Profit 41% • Types of Jobs ♦ Office/Administrative Support 28% ♦ Food Preparation 2% ♦ Sales/Retail 10% ♦ Health Care 2% ♦ Maintenance/Repair 20% ♦ Community Social Services 38% • Money Into the Community The SET program paid $11.64 per hour to adult workers who worked primarily full-time at a planned duration of 6 months. Youth were paid $8.25 an hour and worked primarily half-time during the summer at a planned duration of 120 hours with 12 additional hours of classroom instruction in job readiness skills. While the numbers below are estimates, it is expected that these numbers will be very close to the actual expenditures we expect to have finalized in early October. These expenditures cover the 10-month duration of the program from November 2009 through September 2010. ♦ Estimated wages paid to CalWORKS and other needy adults: $4,583,271 ♦ Estimated wages paid to CalWORKS and other needy youth: $601,210 ♦ Estimated total wages for SET: $5,184,481 Additionally another $451,220 is estimated to be spent by program’s end on employer paid taxes such as social security, medi-cal, and state unemployment insurance. Surveys of participating businesses and organizations throughout the county based on program monitoring reflected 98.2% of the SET worksites complied with all aspects of the program’s goals in providing meaningful work and skill development. The most common comment employers made about the program was that they wished the program could be continued. Surveys of participating SET clients, both Adult and Youth, also as part of the monitoring of the SET program, reflected 100% of the SET participants reporting their work experience was valuable and consistent with what they had been advised during the program’s orientation. The most common comment participants made about the SET program was “great program”. Overall, the program achieved considerable success in meeting established objectives. At your Board meeting on September 28, 2010 we have arranged to have a couple of SET worksite employers share their experiences in the SET program. CONSEQUENCE OF NEGATIVE ACTION: The public will miss an opportunity to understand the use of federal stimulus funds and their impact on the community. CHILDREN'S IMPACT STATEMENT: Not Applicable
