D.3 CONSIDER approving response to Civil Grand Jury Report No. 1010, entitled
“Pension Spiking: Who Really Gets Stuck?”

CONSENT ITEMS: APPROVED as listed.
C.1 ADOPT Resolution No. 5129 approving the discharge of accountability for
accounts receivable in the amount of $36,433.01 for the quarter ending March 31,
2010.
C.2 ACCEPT the 4th Quarter (unaudited) Budget Report for FY 2009/10 ending
March 31, 2010 for the Housing Authority of the County of Contra Costa.

C.3 ACCEPT the 1st Quarter (unaudited) Budget Report for FY 2010/11 ending June
30, 2010 for the Housing Authority of the County of Contra Costa.
C.4 APPROVE and AUTHORIZE the Executive Director to execute a Memorandum
of Understanding among the Housing Authority of Contra Costa County and the
Local Initiatives Support Corporation, City of Richmond, Richmond
Redevelopment Agency, Richmond Housing Authority, Community Housing
Development Corporation of North Richmond, Contra Costa County, and Contra
Costa County Redevelopment Agency, to cooperatively pursue a housing and
revitalization strategy for the North Richmond community for the ten-year period
beginning September 21, 2010 through September 21, 2020.
C.5 AUTHORIZE the Chair, Board of Commissioners, to sign the Housing America
Proclamation 2010 endorsing the Housing America campaign, it goals, objectives
and purposes.
C.6 ACCEPT articles regarding affordable housing issues.

GENERAL INFORMATION
Persons who wish to address the Board of Commissioners should complete the form provided for that
purpose and furnish a copy of any written statement to the Clerk.
All matters listed under CONSENT ITEMS are considered by the Board of Commissioners to be routine
and will be enacted by one motion. There will be no separate discussion of these items unless requested by
a member of the Board or a member of the public prior to the time the Commission votes on the motion to
adopt. Persons who wish to speak on matters set for PUBLIC HEARINGS will be heard when the Chair
calls for comments from those persons who are in support thereof or in opposition thereto. After persons
have spoken, the hearing is closed and the matter is subject to discussion and action by the Board.
Comments on matters listed on the agenda or otherwise within the purview of the Board of Commissioners
can be submitted to the office of the Clerk of the Board via mail: Board of Commissioners, 651 Pine Street

The County will provide reasonable accommodations for persons with disabilities planning to attend Board

available for inspection at least 96 hours prior to each meeting at the Office of the Clerk of the Board, 651
Pine Street, Room 106, Martinez, California.
