APPROVE and AUTHORIZE the Conservation and Development Director, or designee, to
execute a contract amendment with Goldfarb and Lipman, LLP, increasing the payment
limit by $85,000 for a new total payment limit of $250,000, without change to the
expiration date of June 30, 2011, for continuing legal services related to HOME Investment
Partnerships Act (HOME), Community Development Block Grant (CDBG), Housing for
Opportunities for Persons with HIV/AIDs (HOPWA), and Neighborhood Stabilization
Program (NSP) programs.
FISCAL IMPACT:
No General Fund impact. Contract is billed on a time and materials basis. Funds are from
federal grant programs and have been budgeted to cover the costs through the specified time
period.

BACKGROUND:
The legal firm of Goldfarb Lipman has been retained as Department of Conservation and
Development Legal Counsel for the Community Development Block Grant (CDBG),
HOME Investment Partnerships Act (HOME), Housing for Opportunities for Persons
with HIV/AIDs (HOPWA), and Neighborhood Stabilization Program (NSP) programs
and has been providing these services via a consultant contract for several years.
Through the above listed programs, the County provides financial assistance to
developers and owners of affordable housing. Continuing legal services are required to
draft legal documents related to these affordable housing activities.
