APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with HP Enterprise Services, formally Electronic Data
System (EDS), effective May 1, 2010, to increase the payment limit by $490,000 to a new
payment limit of $22,742,275 for continuous California Works Information Network
(CalWIN)information technology services with no change in the term of January 15, 2000
through July 31, 2010 .
FISCAL IMPACT:
$22,742,275 reflects an increase of $490,000 (55% Federal, 45% State funding) for
maintenance and operation of the CalWIN System against renewable annual allocations
available from the State for the full term of the project, currently projected through July
2013. No County cost.
BACKGROUND:
Contra Costa County Employment and Human Services Department (EHSD) is a member
of the 18-county consortium using the California Works Information Network (CalWIN)
system. The CalWIN system under the Statewide Automated Welfare System (SAWS)

BACKGROUND: (CONT'D)
by HP Enterprise Services, formally Electronic Data Systems (EDS) and is the means by
which EHSD provides benefits and services to CalWORKS, Food Stamps, and MediCal
clients. State and federal funding is available to each of the consortium members through an
agreement with Health and Welfare Data Center, and is claimed by each county in the
consortium as CalWIN expenditure reimbursement of funds.
