Bueren, Public Works Director/Chief Engineer Date:September 21, 2010 Contra Costa County Subject:APPROVE the Regatta Park Basketball Court Project, advertise the project, and make related findings under the California Environmental Quality Act FISCAL IMPACT: There is no impact to the County General Fund. This project is funded by Parks Dedication Funds (100%). BACKGROUND: The purpose of this project is to provide the Town of Discovery Bay Community Service District (Service District), in partnership with the Special Districts Department of Contra Costa County Public Works, an additional recreational opportunity for residents that use the existing Regatta Park. Regatta Park is approximately 4.83 acres and is an essential feature of the Discovery Bay Community and the only park in the Pacific Waterways Housing Development. Currently Regatta Park only offers the following recreational facilities: a playground (designed for children under 12) and a softball back stop. The project consists of the removal of existing turf grass, minor grading activities, and irrigation modification in the north-west region of the park. Approximately 6,500 square feet of concrete surfacing will be placed over the removed turf grass. The concrete surfacing will be used to create a high school regulation length basketball court. Additionally, 18 inch concrete seat walls and two backboards will also be constructed. The project will avoid removing any existing trees or shrubs, avoid underground utilities and no lighting will be constructed for the basketball court. In order to minimize damage to any nearby trees, any roots exposed during excavation will be cut cleanly and tree branches will be trimmed. Real Property transactions may be necessary in support of this project. At least one lane of traffic will be open at all times during construction activities. CONSEQUENCE OF NEGATIVE ACTION: Delay in approving the project will result in a delay of design and construction and may jeopardize funding. ATTACHMENTS signed CEQA for Regatta Park
