Approve and authorize the Health Services Director, or his designee (Donna Wigand), to
execute, on behalf of the County, Novation Contract #74–360-1 with Jewish Family and
Children’s Services of the East Bay, a non-profit corporation, in an amount not to exceed
$159,699, to provide Mental Health Services Act (MHSA) prevention and early intervention
services for the period from July 1, 2010 through June 30, 2011. This Contract includes a
six-month automatic extension through December 31, 2011, in an amount not to exceed
$79,849.
FISCAL IMPACT:
This Contract is funded 100% by Proposition 63/MHSA. No County funds are required.
There is no increase in the rate.
BACKGROUND:
This Contract meets the social needs of County’s population by providing culturally
grounded, community-directed mental health education and navigation services to 350-400
refugees and immigrants of all ages in the Latino, Afghan, Bosnian, Iranian, and Russian
communities of Central and East Contra Costa County.

BACKGROUND: (CONT'D)
On July 21, 2009, the Board of Supervisors approved Contract #74-360 with Jewish Family
and Children’s Services of the East Bay, for the period July 1, 2009 through June 30, 2010,
which included a six-month automatic extension through December 31, 2010.
Approval of Novation Contract #74–360-1 replaces the automatic extension and allow the
Contractor to continue to provide MHSA prevention and early intervention services through
June 30, 2011.
CHILDREN'S IMPACT STATEMENT:
This MHSA-PEI program supports the following Board of Supervisors’ community
outcomes: “Families that are Safe, Stable, and Nurturing”; and “Communities that are Safe
and Provide a High Quality of Life for Children and Families”. Expected program outcomes
include increases in social connectedness, communication skills, parenting skills, and
knowledge of the human service system in Contra Costa County.
