APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to execute a contract amendment with the First Place for Youth to increase the total
payment limit by $28,398 to a new total payment limit not to exceed $649,920 with no
change in the term of July 1, 2009 through June 30, 2010 to provide Transitional Housing
Assistance for Emancipated Youth.
FISCAL IMPACT:
No County Cost - $649,920 State Transitional Housing Program - Plus Funding.
BACKGROUND:
Transitional Housing Program (THP) – Plus contracts provide support services to
emancipated foster youth up to age 24 who have been referred by the Independent Living
Skills Program (ILSP) staff. AB427 enabled the State to announce the availability of THP –
Plus funds to counties who were interested in providing transitional housing services to
emancipating

BACKGROUND: (CONT'D)
foster youth. The State THP – Plus program funding includes 100% cost reimbursement to
counties delivering transitional housing services.
Due to THP - Plus funds not claimed under similar contracts in FY 09-10, this amendment
will increase the total contract payment limit to First Place for Youth thereby maximizing
the reimbursement for services delivered with no change in the service payment rate.
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
These contracts support all five of the community outcomes established in the Children’s
Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families.” This is accomplished
through providing safe housing and support to assist youth while transitioning from foster
care to independent living.
