HomeMy WebLinkAboutMINUTES - 09142010 - C.116RECOMMENDATION(S): APPROVE and AUTHORIZE the Purchasing Agent, on behalf of the Health Services Department, to the purchase of gift cards in the amount of $13,200, to be used as an incentive to receive preventive care. The California Department of Health Care Services recommends incentives to promote healthy behavior and proposal and programs were created following their guidelines. FISCAL IMPACT: None: Funds come from Contra Costa Health Plan premiums and are expected to result in lowering costs by encouraging appropriate preventive care. BACKGROUND: Since 2000, the Board of Supervisors approved utilization of small incentives for CCHP members. Incentives are tied to the Healthcare Effectiveness Data and Information Set (HEDIS), which is used to determine how many default Medi-Cal members are assigned to CCHP, and subsequently increases the capitation rate CCHP is paid by the State. W&I Code, Section 14407.1 and Title 28, CCR, Section 1300.46 authorize the use of non-monetary incentives to promote good health practices provided they are pre-approved by the Department of Health Care Services. The CCHP incentive program goals for 2010-11 are attached. The request is a decrease of about $1,200 from last year. An additional $10 Target gift card may also be awarded if the mother has a post partum follow up visit 3-8wks post delivery $506 $420 Request based on dollars spent in FY 09-10 Good Health Check-Up: Members age 0- 11yr who keep well-check appts scheduled by the GHC program receive a $10 Target gift card for each "kept" appointment.$8,531.42 $8,880 Averaging 74/month or 888/hr for total of $8880 for fiscal year Breath Well, Live Well: Attend and complete an asthma class. Pediatric Weight Management:3-18 y/o medically obese children who complete a CCHP approved program for healthy eating habits and /or exercise can receive a $20 Target gift card.$916.67 $1,000 New focus.
