HomeMy WebLinkAboutMINUTES - 09142010 - C.102RECOMMENDATION(S): APPROVE and AUTHORIZE the Treasurer-Tax Collector, or designee, to execute a service contract with the State of California Employment Development Department in amount not to exceed $27,000, to provide confidential employment, wage, and client address information to assist in the collection of delinquent taxes, for the period of September 1, 2010 to August 31, 2013. FISCAL IMPACT: The contract is for a maximum of $27,000 for the period of three years. The information provided by the EDD will assist the Tax Collector in locating the taxpayers who owe approximately $23 million in delinquent personal property tax bills going back 20 years. The cost of the service will be recovered by administrative fees and increased revenues. Pollacek, Treasurer-Tax Collector Date:September 14, 2010 Contra Costa County Subject:Contract between Treasurer-Tax Collector and State of California Employment Development Department BACKGROUND: (CONT'D) expanding its efforts to locate delinquent personal property taxpayers who have moved from their billing address. Once a taxpayer moves from Contra Costa County, it is difficult to track the person. The EDD contract will provide current data that will allow the Tax Collector information needed in our collections activity. The State of California Employment Development Department's records of employment can provide the information needed to locate many of the delinquent taxpayers. Given a correct physical address, our Collections Department will be able to collect money owed and increase revenues. CONSEQUENCE OF NEGATIVE ACTION: Not approving the contract restricts the Tax Collector in collection activities, thus limiting possible additional revenues. ATTACHMENTS EDD Contract
