APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
to issue a Request for Proposal (RFP 1116) for the Kinship Supportive Services Program
(KSSP) in an amount not to exceed $323,600 to provide funds for the planning, start-up and
expansion of kinship support services programs in Contra Costa County for the period
January 1, 2011 through June 30, 2011.
FISCAL IMPACT:
$323,600: Total Budgeted County Cost: $40,774. Details: 42% State Family Preservation
(70% State 30% County), 33% State Kinship Support Services Program (100% State) and
25% Federal Promoting Safe and Stable Families (100% Federal) funds (93.556).

BACKGROUND: (CONT'D)
RFP may be up to $323,600.
Assembly Bill 1193 (Statutes of 1997, Chapter 794), appropriated funds for the California
Department of Social Services (CDSS) to conduct a Kinship Support Services Program.
This program provides funds for the planning, start-up and expansion of kinship support
services programs in California Counties. These programs are required to provide
community-based family support services to relative caregivers, to court dependent children
placed in their homes as well as to relative caregivers of children who are at risk of
dependency or delinquency. The program is also mandated to provide post-permanency
services to relative caregivers who have become the legal guardian(s) or adoptive parent(s)
of formerly dependent children.
