APPROVE and AUTHORIZE the Employment & Human Services Director, or designee, to
submit an agreement amendment to clarify reporting requirements for the Community
Services Block Grant Recovery Act Local Plan which outlines various self-sufficiency
programs funded by the California Department of Community Services and Development,
with no change to the payment limit of $1,200,000 or term of July 1, 2009 through
September 30, 2010.

Subject:2009-10 ARRA CSBG Funding Amendment 2
BACKGROUND:
On February 17, 2009 the President of the United States signed Public Law 111-5, the
"American Recovery and Reinvestment Act (ARRA)", which includes funding for
Community Services Block Grant programs. This funding flows through the State of
California via the California Department of Community Services and Development and is
available through competitive application to the State's Community Action agencies. The
Employment & Human Services Department Community Services Bureau administers the
county's Community Action program and seeks to submit a funding application.
The program objectives for this funding include the Community Services Assistant Trainee
program, Employment & Human Services Volunteer and Emergency Services, Contra Costa
County Summer Youth Employment, City of Richmond Summer Youth Employment
Program, and Co-operative Micro-enterprise Development program.
The Board of Supervisors accepted this funding on June 23, 2009. The Board approved an
amendment #1 on November 10, 2009 to clarify reporting requirements, as mandated by the
State. This amendment #2 further clarifies reporting requirements by increasing expenditure
report payment options, modifying client data reports and extending the deadline for the
close-out report.
