Approve and authorize the Health Services Director or his designee (Wendel Brunner,
M.D.), to execute, on behalf of the County, Grant Award #28-774-3 from Kaiser
Permanente Community Benefits Program, in an amount not to exceed $25,000, for the
Community Wellness and Prevention Program (CW&PP) to continue the Concord
Monument New Kids Project, for the period from July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
Acceptance of this Grant Award will result in an amount of $25,000 from the Kaiser
Permanente Community Benefits Program in support of the Concord Monument New Kids
Project. No County funds are required.
BACKGROUND:
Contra Costa County is facing an epidemic of childhood overweight and obesity. According
to the California Department of Education, Standards and Assessment Division, 31%

BACKGROUND: (CONT'D)
of Contra Costa fifth graders are overweight, with the greatest number concentrated in the
Mt. Diablo Unified School District. 48% of children seeking care in CCRMC health centers
are overweight or at risk for becoming overweight, yet there are few clinical programs
geared towards helping them achieve a healthier and more active lifestyle. Among
Californians and Contra Costans, Latinos are very high risk for overweight and obesity, and
the co-morbidities of Type II diabetes, hypertension, cancer, orthopedic problems and other
diseases. It is projected that one half of Latino newborns could develop diabetes during their
lifetime. The Monument neighborhood in Concord, population 39,000, is predominantly
Latino with many new immigrants from Mexico and rural Latin America. The poverty rate
is high with more than 50% living below 185% of the Federal poverty level.
Monument NEW Kids is the only program of its kind in Central Contra Costa County. The
program is collaboration between CW&PP, Public Health Clinic Services and Ambulatory
Care. The project’s goal is to decrease the overweight rates of children ages 6 – 14 in the
Monument neighborhood of Concord by providing culturally competent, linguistically
appropriate and accessible prevention and intervention programs.
Approval of Grant Award #28-774-3 will allow the County to continue the Concord
Monument New Kids Project through June 30, 2011.
