ADOPT Position Adjustment Resolution No. 20837 to cancel one (1) Librarian (3AWA)
vacant position #13828 (represented); cancel one (1) part-time 20/40 Library
Assistant-Journey Level (3KVB) vacant position #13867 (represented); increase the hours
of one (1) Library Assistant-Journey Level (3KVB) vacant position #13868 (represented)
from part-time (20/40) to full-time (40/40); and add one (1) Library Specialist (3AVA)
full-time position (represented) in the Library.
FISCAL IMPACT:
No fiscal impact to the County general fund. Cost savings in Library Department budget of
$2,096 annually.
BACKGROUND:
These position changes will result in a net savings of $2,096 annually, and will enhance
library services not only to the local community of Lafayette, but to other communities
throughout the county. Merging two part-time Library Assistant-Journey Level positions
will reduce benefits costs and will offset the increased salary cost of upgrading a Librarian
position to

BACKGROUND: (CONT'D)
Library Specialist. All positions are currently vacant.
The new Lafayette Library and Learning Center is home to the Glenn Seaborg Learning
Consortium, a "first-ever" collaboration among 12 high-profile arts, education, and
cultural organizations that turns the library into a regional resource, organizations such as
Chabot Space & Science Center, California Shakespeare Theatre, John Muir Health
System, Oakland Zoo, Lawrence Hall of Science, and others.
The Library Specialist will participate as a member of this collaboration to develop rich
and extensive library programming for all ages that can be introduced in the Lafayette
community and then replicated at other county library locations.
CONSEQUENCE OF NEGATIVE ACTION:
If these position changes are not implemented on October 4, 2010, the Library will not
realize cost savings and will not be able to participate to the fullest extent in the regional
collaboration opportunities offered by the Glenn Seaborg Learning Consortium to
enhance library services.
CHILDREN'S IMPACT STATEMENT:
Children and teens in Lafayette and surrounding regions will receive enhanced
educational library programming.
