ADOPT Position Adjustment Resolution No. 20834 to add three (3) Collection Enforcement
Officers (SMWJ)(represented), one (1) Account Clerk-Advanced Level (JDTD)
(represented) and one (1) Clerk Specialist Level (JWXD) (represented) to the Probation
Department.
FISCAL IMPACT:
$394,018 in fiscal year 2010/11 assuming commencement of operations on September 1,
2010 and $472,822 annually thereafter. Costs are projected to be fully offset by revenue
collections.
BACKGROUND:
In May 2010, the Board of Supervisors approved the County Administrator's
recommendation to close the Office of Revenue Collections (ORC) and transition
collections responsibilities to line departments. The Probation Department has worked with
the County Administrator, Human Resources Director, and Director of Revenue Collections
to develop a plan to transition responsibilities from ORC to the Department commencing on
September 1, 2010. The new Probation Collections Unit will also collect Public Defender

fees reducing duplication of collections staffing costs. In addition, a portion of current ORC
staff will be transferred to the Probation Department to ensure seamless transition of
collections operations.
CONSEQUENCE OF NEGATIVE ACTION:
The County is losing collection revenue each month that new accounts are not opened or
collected.
