HomeMy WebLinkAboutMINUTES - 09142010 - C.63RECOMMENDATION(S): ADOPT Personnel Resolution No. 20843 to add three (3) Intermediate Clerk - Project (99J3) (represented) positions in the Employment and Human Services Department, Community Services Bureau as recommended by the Assistant County Administrator Human Resources Director. FISCAL IMPACT: The requested positions are fully funded within CSB ongoing and LIHEAP budgets. The LIHEAP ECIP/HEAP program has a budget of $ 2,489,854.00 for the calendar year 2010 (1/1/10 -12/31/10). The Program has designated $ 358,571 for ECIP/HEAP employee salaries. Currently the LIHEAP ECIP/HEAP program has three permanent employees. This is sufficient to cover the salaries of the current employees ($ 226,243) and the two additional Intermediate Clerk – Project ($132,328). Funding for an additional Intermediate Clerk – Project to Child Nutrition is available within the CSB ongoing budget. The annual cost of $66,164 is within Head Start Program funding and Child Development program funding. The three positions requested to be added to EHSD, CSB will be funded 100% by Federal and State dollars. NO Net County cost is associated with the funding of these positions. BACKGROUND: CSB requests approval to add and fill 3 Intermediate Clerk - Project positions to ensure efficient and effective operation for the LIHEP program and the CSB Child Nutrition unit. For the last two years the services provided through LIHEAP increased significantly. In the fiscal year 2008 the program served 3,681 clients. The following year, 2009, the number of clients served increased almost two-and-a half times and reached 8,399. The trend of increase of services is expected to continue during the new fiscal year and in the future. During the current program year CSB LIHEAP expects to serve over 8,559 clients. Additional staff is needed to handle direct client services, as well as outreach, processing of payments and reporting. The CSB LIHEAP operates with insufficient clerical staff. The drastic increase of clients creates case overload for the staff providing services. To be able to handle the high demands, CSB needs to hire two additional staff. California Adult and Child Food Program (CACFP) regulations require that the CSB Child Nutrition unit tracks all meal delivery, maintains a reliable data base of nutrition services, furnishes monthly reports to the California Department of Education, collects and maintains documentation required by the funding source, and assist with processing reimbursement claims. The case load associated with meeting the CACFP mandates requires a full time clerical support staff to efficiently and effectively furnish and maintain necessary documentation. CONSEQUENCE OF NEGATIVE ACTION: If CSB is unable to fill these vacant positions, the Bureau will be out of compliance with the federal and state mandates, as well as Head Start program operations.
