HomeMy WebLinkAboutMINUTES - 09142010 - C.62RECOMMENDATION(S): Adopt Position Adjustment Resolution No. 20828 to cancel one (1) 40/40 Accounting Technician (JD7A) (Represented) at salary level 3RX 1236 ($3623.53-$4627.39) position #153 and add one (1) 32/40 Systems Accountant II (LWVB) position at salary level ZB5 1787 ($6268.91-$7619.90) in the Office of the Auditor-Controller. FISCAL IMPACT: These actions will result in savings of salary and benefit costs of approximately $3,670 for Fiscal Year 2010-2011. BACKGROUND: As the Office of the Auditor-Controller continues to explore automation to improve its services and reduce costs where possible, it is necessary to have a permanent Systems Accountant position to assist in that endeavor. A temporary Systems Accountant II position has been pivotal in the Office of the Auditor-Controller achieving several automation goals that have resulted in increased efficiencies and decreased costs within the office and all County departments. This allowed the Auditor's Office to eliminate outsourcing of scanning, resulting in a net savings to the County of $80,000. Ad-hoc SQL Queries Worked on writing SQL queries to calculate Fund Balance, which is now used in the new Calc Fund Balance page of the Auditor's Intranet site. Process Improvement and Automation Proposed that Accounts Payable use a paperless balancing system, which saved staff time and reduced paper and print costs. Implemented the imaging of Appropriation and Revenue Adjustments (TC-24/27s) and Counter Warrants (TC-53s). System Development and Testing For the Electronic Deposit Permit (EDP) system, identified the coding edit requirements and assisted with converting these edits into Cold Fusion, and conducted unit and parallel testing for the edits to the new system. It is important to create a permanent Systems Accountant position in order to continue automation and efficiencies in the Office of the Auditor-Controller. ATTACHMENTS P-300 20828
