FISCAL IMPACT: No fiscal impact BACKGROUND: The Youth Intervention Network (YIN) was founded three years ago by Antioch resident Iris Archuleta and Antioch Chief of Police Jim Hyde in response to a spate of violent incidents involving teenagers and the Antioch Police Department. The program they chose revolves around intense training for community volunteers so they can engage with at-risk youth and help mentor BACKGROUND: (CONT'D) them and their families. Its curriculum is modeled on a successful outreach to at-risk youth in Northern Ireland called Dialog for Peaceful Change, where it is credited with helping reduce violence and contributing to peace efforts. YIN was able to involved the school district and other county and city agencies to use their methods in addressing the problems facing troubled youth and their families. At this point, YIN has been able to train over 140 volunteers. Law enforcement, educators, clergy and ordinary citizens have undergone the special training. Dozens of Antioch students and their families have gone through or completed the life-changing YIN program. YIN recently was awarded the Project Safe Neighborhood National Achievement Award by the U.S. Department of Justice. YIN will serve as a model for other cities searching for a way to combat gang violence and youth crime. The success of YIN was noted by the State of California and YIN members were asked to present their program to the California Gang Reduction, Intervention and Prevention (CalGRIP) Initiative, the Governor's task force and the 13 Cities conference, the communities deemed to have the most serious gang problems. YIN's efforts and partnership with the Antioch Police Department has also made Antioch a finalist for the 2010 Awards for Municipal Excellence. The Awards for Municipal Excellence given by the National League of Cities recognize cities and towns for outstanding programs that improve the quality of life in America's communities. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: Dozens of families have undergone the Youth Intervention Network program and more are added each year. YIN addresses the problems of troubled youth who may end up becoming either victims of crime or violence and/or committing crimes and/or violence by working with the entire family and schools.
