ADOPT Resolution No. 2010/429 approving and authorizing the Public Works Director, or
designee, to file an application for the federal Surface Transportation Program (STP) and/or
Congestion Mitigation and Air Quality Improvement (CMAQ) funding under the Local
Streets and Roads Shortfall (LSRS) Program, for the Countywide Arterial Micro Surface
Project for up to $2,072,909 and committing local support and assurance to complete the
project.
FISCAL IMPACT:
There is no financial impact to the General Fund. The LSRS Program, will provide
approximately $2,072,909 of federal funds for the Countywide Arterial Micro Surface
Project and the local match of 11.47 percent of the project costs will be funded by County
road funds.
BACKGROUND:
In anticipation of the new federal Surface Transportation Authorization Act (the Next Act),
the Metropolitan Transportation Commission has adopted criteria for selecting projects and
a process for programming funds. One component of this process is the new Congestion

BACKGROUND: (CONT'D)
Agency (CMA) block grant program. Through the block grant, each CMA will
recommend projects to be funded through three separate programs: Regional Bicycle
Program, County portion of the Transportation for Livable Communities program, and
the LSRS program. The LSRS program is reserved for pavement rehabilitation and
preventative maintenance projects located on the Federal-Aid System.
The Countywide Arterial Micro Surface project will micro surface ten urban arterial
roadways at seven locations within unincorporated west, central, and south Contra Costa
County. The following urban arterial roadways have been selected for a Type II micro
surface treatment: San Pablo Dam Road, Appian Way, Cummings Skyway, Crockett
Boulevard, Taylor Boulevard, Pleasant Hill Road, Olympic Boulevard, Tice Valley
Boulevard, Pacheco Boulevard, and Stone Valley Road.
The roadways selected for the Countywide Arterial Micro Surface project were chosen
based upon several factors: the current pavement condition, arterial roadway
classification per the Federal-Aid Highway System, and “shovel ready” design.
CONSEQUENCE OF NEGATIVE ACTION:
Failure to approve the submittal of this application will eliminate a potential funding
source.
