CONSIDER adopting Resolution No. 2010/427 regarding compensation and benefits for
County Elected and Appointed Department Heads, Management, Exempt, and
Unrepresented employees to reflect changes, as recommended by the Human Resources
Director.
FISCAL IMPACT:
The establishment of the Chief of Police-Contract Agency-Exempt classification will result
in an estimated cost increase of $14,901 annually for each incumbent transitioned from
Lieutenant (and working as a "Chief of Police") to Chief of Police-Contract
Agency-Exempt.
BACKGROUND:
Currently, Contra Costa County uses the classification of Lieutenant to manage contract
cities. These Lieutenants are eligible for a 'police chief differential'. The differential is
between 3-9% of base pay. These Lieutenants are also eligible for educational incentives,
longevity incentives, and uniform allowance. Recently, the Human Resources Director
recommended and the Board approved a new classification of 'Chief of Police-Contract

Subject:Revised Management Benefits Resolution No. 2010/403
Agency-Exempt' to replace Lieutenants in contract cities. The plan was for the position to
be eligible for similar differentials and benefits as the Lieutenants assigned to contract
cities.
When comparing a top-step Lieutenant position assigned to a contract agency to a top-step
Chief of Police-Contract Agency-Exempt position, the potential increased costs are $14,901
annually. It should be noted that the base pay for the new, Chief of Police-Contract
Agency-Exempt classification is 6% higher than that of a Lieutenant who is receiving a 9%
"Police Chief" differential. If this were not the case, the added cost of the differentials
contemplated in the fiscal analysis would be zero, since all differentials (Longevity,
Education, etc.) are calculated as a percentage of base pay only.
The following revisions of the Management Benefits Resolution are recommended to add
the new classification to the Management Resolution:
BACKGROUND: (CONT'D)
Section 60 has been revised to add a new subsection B that grants career incentive
allowances to the new classification of Chief of Police-Contract Agency-Exempt.
This section allows 2.5% to 5% for Peace Officer Standards and Training (P.O.S.T.)
education incentives.

Section 63 has been amended to add the new classification of Chief of
Police-Contract Agency-Exempt. This section allows 5% longevity pay for 15 years
of service.
2.
Section 64 has been amended to add the classifications of Undersheriff and
Commander, and the new classification of Chief of Police-Contract
Agency-Exempt. This section allows uniform allowance of $872 per year.
3.
Section 66.15 has been amended to add the new classification of Chief of
Police-Contract Agency-Exempt. This section assigns Safety Tier A or Tier C
retirement.

of : Consequences of Negative Action, Childrens Impact Statement, the amount of total
compensation and any impacts on the retirement system.
