AUTHORIZE the Board of Supervisors to co-sponsor, with the Contra Costa County
Family Economic Security Partnership, a forum titled, "Left on the Table in Contra Costa
County: How to reclaim millions of dollars to boost Contra Costa’s economy", to be held
September 16, 2010 at the Concord Hilton Hotel, as recommended by the Employment and
Human Services Director.
FISCAL IMPACT:

BACKGROUND:
The "Left on the Table" Forum is scheduled for September 16, 2010 at the Concord Hilton
Hotel in Concord, California.
The forum will feature the "Left on the Table" report, produced by the New America
Foundation (http://assetsca.newamerica.net/publications/policy/left_on_the_table) released
statewide earlier this year. The report estimates that California residents claimed $4.95
billion in Earned Income Tax Credits (EITC) in 2009; however, another $1.2 billion was left

BACKGROUND: (CONT'D)
by about 800,000 Californians.
Unclaimed EITC represent a lost opportunity to generate new business sales, jobs, income
and tax revenue. Contra Costa's share of unclaimed EITC is estimated at $16.8 million in
2008 and $19.6 million in 2009 (80% of which would have been spent locally). If all the
EITC were claimed, the authors estimate it would generate over $17 million in additional
business sales and create over 100 new jobs in the County. The author is an economist from
California State University-Fresno, who will be on hand to discuss the data and to present
more detailed EITC analysis by city and ZIP codes.
The forum will bring new partners in the Contra Costa EITC effort, including funders, tax
preparer-volunteers and volunteer income tax assistance site providers. The forum is
particularly targeting cities -- including mayors, city councils, city managers, and
redevelopment staff -- and private industry.
The Family Security Partnership is a public, private and non-profit collaborative dedicated
to increasing the income and building assets of low-income families and individuals living
in Contra Costa County. Members include Brighter Beginnings; Catholic Charities of the
East Bay; CEO Women; Community Financial Resources; Community Housing
Development Corporation of North Richmond; Contra Costa County Administrator's Office;
Contra Costa County Employment and Human Services Department; Contra Costa County
Service Integration Program; Contra Costa Crisis Center; Contra Costa County Health
Services Department; Diablo Valley College; First 5 Contra Costa; Housing Rights, Inc.;
Internal Revenue Service; Opportunity Junction; Rubicon; United Way of the Bay Area;
Wardrobe for Opportunity; Women's Initiative for Self-Employment; Workforce
Development Board; and Y&H Soda Foundation.
