APPROVE an additional $5,000 in Community Development Block Grant (CDBG) funds to
the Boys and Girls Club of El Sobrante to help finance the replacement of the existing roof
of their main building located at 4660 Appian Way.
FISCAL IMPACT:
No General Fund impact. CDBG funds are allocated to the County on a formula basis from
the federal Department of Housing and Urban Development. CDFA #: 14-218
BACKGROUND:
On April 27, 2010, the Board of Supervisors approved the County's FY 2010/11 Action
Plan for the use of CDBG funds including allocating the Boys and Girls Club (the "Club') of
El Sobrante $21,420 to help finance a roof replacement project in the Infrastructure/Public
Facility (IPF) category. The Club put the project out-to-bid in July and received three bids
from roofing contractors - the bid from the lowest most responsive bidder is $29,000. The

BACKGROUND: (CONT'D)
in CDBG funds will be added to the Club's required match contribution to ensure it has
sufficient funds to proceed with the project. The additional CDBG funds have been
recaptured from a completed Infrastructure/Public Facilities (IPF) project in the North
Richmond area (Neighborhood House of North Richmond) that did not require 100% of
awarded funds.
