APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board (WBD), to execute a contract with the
Oakland Private Industry Council (OPIC) in an amount not to exceed $703,300, to provide
training vendor and pay agent services for the period July 1, 2010 through June 30, 2011.
FISCAL IMPACT:
$703,300: 100% Federal, 72% Workforce Investment Act Funds ($503,300); 28%
American Recovery and Reinvestment Act Funds ($200,000)
BACKGROUND:
In Spring 2000, the EASTBAY Works Consortium, of which the Workforce Development
Board of Contra Costa (WDB) is a member, selected Oakland Private Industry Council
(OPIC), a member organization, to serve as procurement and pay agent for training vendors
on behalf of all EASTBAY Works partner agencies. In this capacity, OPIC is responsible
for contracting with and paying training vendors who provide Workforce Investment Act
(WIA) related job and skills training to clients served by WDB.

BACKGROUND: (CONT'D)
Development Board of Contra Costa County has received American Recovery and
Reinvestment Act funding to expand and enhance services to Workforce Investment Act
participants. A core component of these services is the availability of occupational training.
This allows the Workforce Development Board, its One-Stop Career Centers and its youth
providers to continue regular WIA training services and to expand training services to
ARRA clients. We anticipate a significant increase in the number of participants receiving
training during the contract period.
The Workforce Development Board funding breaks down as follows: WIA Adult 223,000;
WIA Dislocated Worker 230,300; WIA Youth 50,000; ARRA WIA Adult 100,000; ARRA
WIA Dislocated Worker 100,000. (#18-020-18)
CONSEQUENCE OF NEGATIVE ACTION:
CHILDREN'S IMPACT STATEMENT:
This contract supports all five of the community outcomes established in the Children’s
Report Card: 1) “Children Ready for and Succeeding in School”; 2) “Children and Youth
Healthy and Preparing for Productive Adulthood”; 3) “Families that are Economically Self
Sufficient”; 4) “Families that are Safe, Stable and Nurturing”; and 5) “Communities that are
Safe and Provide a High Quality of Life for Children and Families,” by assisting with
training and employment services.
