AWARD a contract in the amount of $295,552 to Bruce Carone Grading & Paving Company, the lowest responsive and responsible bidder for the subject project, and AUTHORIZE the General Services Director, or designee, to execute the contract. 2. DETERMINE that Bruce Carone Grading & Paving Company, as the lowest responsive and responsible bidder, has documented an adequate good faith effort to comply with the specifications and requirements of the County's Outreach Program. 3. AUTHORIZE the General Services Director, or designee, to exonerate any bid bond posted by the bidder after execution of the contract. 4. AUTHORIZE the General Services Director, or designee, to sign any escrow agreements prepared for this project to permit the direct payment of retentions into escrow or the substitution of securities for monies withheld by the County to ensure performance under the contract, pursuant to Public Contract Code Section 22300. 5. Lango, General Services Director Date:August 10, 2010 Contra Costa County Subject:Award of Construction Contract for the Parking Lot "C" Expansion Project at the Contra Costa County Regional Medical Center to the contract work pursuant to Public Contract Code Section RECOMMENDATION(S): (CONT'D) 20142. 6. DELEGATE, pursuant to Public Contract Code Section 4114, the Board's function under Public Contract Code Sections 4107 and 4110, with regards to subletting and subcontracting, to the General Services Director, or designee. FISCAL IMPACT: The project is funded by the Health Services Department's Enterprise Fund (EF-1), Fiscal Year 2009-2010 budget. BACKGROUND: There is currently a shortage of parking spaces at the Contra Costa Regional Medical Center ("CCRMC"). Demand exceeds supply by approximately 150 spaces on an average daily basis. Consistent with the CCRMC's Master Plan, it is proposed that Lot "C" be renovated, which would yield 60 additional parking spaces and improve the efficiency of the lot. The project plans and specifications were previously filed with and approved by the Board of Supervisors and bids were duly invited from general contractors. Six bids were received and opened by the General Services Department on July 1, 2010, and the bid results are as follows: Bidder Base Bid Bruce Carone Grading & Paving Co., Concord $295,552 Bay Cities Paving & Grading, Inc., Concord $310,000 Granite Construction Co., Brentwood $322,925 Carone & Company, Inc., Concord $324,500 Atlas Peak Construction, Napa $339,500 W.R. Forde Associates, Richmond $409,420 Four bids were below the architect's estimate of $340,000. One bid was above the architect's estimate. Bruce Carone Grading & Paving Company submitted the lowest responsive and responsible bid, which is $14,448 lower than the next lowest bid. Staff recommends that the contract be awarded to Bruce Carone Grading & Paving Company. The general prevailing rates of wages, which shall be the minimum rates paid on this project, are on file with the Clerk of the Board and copies are available to any party upon request. Bruce Carone Grading & Paving Company submitted its documentation of good faith efforts to comply with the specifications and requirements of the County's Outreach Program. The good faith efforts documentation is before the Board for its consideration. Based on the various outreach steps performed by Bruce Carone Grading & Paving Company and the documentation submitted, staff recommends that the Board determine that Bruce Carone Grading & Paving Company has documented an adequate good faith effort and waive any irregularities in Bruce Carone Grading & Paving Company's compliance.
