Approve and authorize the Health Services Director, or his designee (Haven Fearn), to
execute, on behalf of the County, Contract #24–723–67 with Neighborhood House of North
Richmond, a non-profit corporation, in an amount not to exceed $477,447, to provide
substance abuse residential treatment and detoxification services, for the period from July 1,
2010 through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 63% by Federal Substance Abuse Prevention and Treatment (SAPT)
Block Grant, 26% by State Bay Area Service Network (BASN), and 11% California
Emergency Management Agency – Justice Assistance Grant Offender Treatment Program
(CAL EMA JAG-OTP). This contract includes increases in rates for some residential
treatment services offset by decreases in rates for JAG services.

This Contract meets the social needs of County’s population by providing specialized
substance abuse treatment services in a residential setting so that men and women

BACKGROUND: (CONT'D)
are provided an opportunity to achieve sobriety and recover from the effects of alcohol and
other drug use, become self-sufficient, and return to their families and community as
productive individuals.
On July 21, 2009, the Board of Supervisors approved Contract #24–723–65 (as amended by
Contract Amendment Agreement #24–723–66) with Neighborhood House of North
Richmond for the period from July 1, 2009 through June 30, 2010, for the provision of
substance abuse residential treatment and detoxification services.
Approval of Contract #24–723–67 will allow the Contractor to continue providing services
through June 30, 2011.
