Approve and authorize the Health Services Director, or his designee (Wendel Brunner,
MD), to execute, on behalf of the County, Contract #22–378–29 with Brighter Beginnings,
a non-profit corporation, in an amount not to exceed $199,177, to provide case management
services for the Black Infant Health Project, for the period from July 1, 2010 through June
30, 2011.
FISCAL IMPACT:
This Contract is funded 100% by the State Department of Health Services, Maternal and
Child Health Branch, for the Black Infant Health Project. No County funds are required.
The budget includes no rate increases.
BACKGROUND:
The Black Infant Health Project was created to provide services mandated by the State
Department of Health Services to develop a partnership for reducing the African-American
infant morbidity and mortality rates. This Project meets the social needs of County’s
population by providing case management services to pregnant and/or parenting women and
their infants in

BACKGROUND: (CONT'D)
West County, including those in the African-American community.
On August 4, 2009, the Board of Supervisors approved Contract #22–378–28 with Brighter
Beginnings for the period from July 1, 2009 through June 30, 2010, for the provision of
case management services for the Black Infant Health Project.
Approval of Contract #22–378–29 will allow the Contractor to continue providing services
through June 30, 2011.
CHILDREN'S IMPACT STATEMENT:
This Maternal and Child Health Program supports the County’s “Children and Youth
Healthy and Preparing for Productive Adulthood” community outcome by providing
outreach to encourage pregnant women to receive prenatal medical care and avoid
behaviors that would increase the risk to their unborn children. Expected programs
outcomes include a decrease in the number of babies being born with health problems
requiring medical care.
