Approve and authorize the Health Services Director or his designee (Wendel Brunner,
M.D.), to execute on behalf of the County, Grant Agreement #28-813 with SHELTER, Inc.
to pay the County an amount not to exceed $181,812, to allow the County’s Homeless
Program to provide financial assistance and housing relocation and stabilization services to
homeless adults and transition age youth, including a portion of funds to be used to provide
technical assistance and software required for reports, for the period from October 1, 2009
through September 30, 2012.
FISCAL IMPACT:
Approval of the Grant Agreement will result in an amount not to exceed $181,812 from
SHELTER, Inc. through the State of California, City of Richmond Homeless Prevention
and Rapid Re-housing funds authorized by the American Recover and Reinvestment Act of
2009 (ARRA). (No County funds are required)

BACKGROUND:
Homeless Prevention and Rapid Re-Housing (HPRP) assistance is not intended to provide
long?term support, but focuses on housing stabilization, linking program participants to
community resources and mainstream benefits and helping them develop a plan for
preventing future housing instability. These funds will provide temporary financial
assistance and housing relocation and stabilization services to individuals and families who
are homeless or would be homeless through September 30, 2012.
