Approve and authorize the Health Services Director or his designee (Wendel Brunner,
M.D.), to execute, on behalf of the County, Grant Agreement #28-821 with the Local
Government Commission, Inc., to pay the County an amount not to exceed $19,045, for the
County’s Public Health Richmond Community Driven Pedestrian Plan, for the period from
January 1, 2010 through February 28, 2011, which includes $600 for the purchase of twelve
(12) fifty dollar ($50) gift cards as incentives for residents to perform survey work.
FISCAL IMPACT:
Approval of this Grant Agreement will result in an amount of $19,045 of funds from the
Local Government Commission, Inc. for the County’s Public Health, Richmond Community
Driven Pedestrian Plan through February 28, 2011. No County match required.
BACKGROUND:
The Local Government Commission, Inc, (LGC) Inc., in collaboration with Contra Costa
County Health Services (CCHS) has joined forces to develop a community driven
pedestrian

BACKGROUND: (CONT'D)
plan (PLAN) for the City of Richmond. The County’s Public Health Division will provide
consultation, including project planning and coordination, site data collection and publicity,
and outreach services to the PLAN. CCHS will become an active member of the core team
for the PLAN and provide written and oral input to the City and LGC. The activities of the
PLAN will be to help develop and conduct an inventory of street and sidewalk conditions;
train and reimburse community members for conducting inventories; conduct 9-12
presentations for community groups; participate in Core Team planning meetings; provide
field visits and workshops; help to identify members for participation in the Pedestrian Plan
Advisory Group; and review and comment on plans and documents emerging from this
process. The goal of the project will be to identify current issues and problems impeding
pedestrian travel in Richmond and involve community members in giving input on problems
and solutions.
