HomeMy WebLinkAboutMINUTES - 08102010 - C.25RECOMMENDATION(S): Adopt Position Adjustment Resolution No. 20804 to establish seventeen (17) classifications and add thirty-four (34) positions (see Attachment A); Retitle the classification of Health Services Systems Director-Exempt (VCD1) to Health Services Information Technology Director-Exempt (VCD1); Retitle the classification of Assistant Health Services Systems Director-Application Software Exempt (LBG1) to Assistant Health Services Information Technology Director- Project Management Exempt (VAB3) in the Health Services Department. FISCAL IMPACT: Upon approval, this action will result in a cost of approximately $4.6 million annually. 100% of the cost will be offset with Federal "HiTech" revenue and State MHSA revenue. BACKGROUND: Health Services is requesting the establishment of 17 new information technology classifications and the addition of thirty-four (34) positions in order to comply with the American Reinvestment and Recovery Act of 2009. (H.R. 1, 111th Cong. §§ 4001-4201 (2009). The new classifications, additional positions and recruitment of personnel is critical in order to secure Federal and State funding, meet target implementation time frames and comply with Federal mandate to prevent any reductions in Medicare reimbursements. Hiring personnel will be staggered over a three year period and adjusted as needed to coincide with the department's roll out schedule. After full implementation and evaluation, staffing levels will be reviewed and adjusted to the new processing environment.
