APPROVE Guaranteed Maintenance Service Agreement for Heating, Ventilation, and Air
Conditioning (HVAC) dated March 1, 2010 through February 28, 2014, with Freschi Air
Systems, Inc. to service and maintain HVAC equipment owned by Contra Costa County
Fire Protection District (CCCFPD) and located at various CCCFPD facilities.
AUTHORIZE the Fire Chief, or designee, to execute the agreement and to issue written
authorizations for repairs identified during the initial inspection and related HVAC
maintenance work.
FISCAL IMPACT:
The cost to the Fire District for guaranteed maintenance is $87,000.00. The estimated cost
for initial inspections repairs is $100,000.00. Funds for payment of services shall be from
the Fire District operating budget.

BACKGROUND: (CONT'D)
thirty-four facilities with approximately 140 pieces of HVAC equipment. Over the past
ten years of guaranteed maintenance agreements, the Fire District has found that it is both
economically and operationally efficient to have these agreements for District HVAC
equipment. This agreement ensures that District equipment is maintained to its highest
level and in the event of a mechanical problem a qualified, competent, and obligated
service provider will respond to affect repairs in a timely manner.
CONSEQUENCE OF NEGATIVE ACTION:
Without an HVAC guaranteed maintenance agreement, Fire District equipment would not
operate in an energy efficient manner, the District equipment would be subject to lengthy
repair delays in the event of mechanical failures, and the health and welfare of Fire
District personnel would be impacted due to the 24/7 nature of our operations.
