ADOPT Resolution No. 2010/393 allowing the County to reimburse certain expenditures for
capital improvements to the West County Clinic Project, San Pablo, for the Health Services
Department.
FISCAL IMPACT:
No fiscal impact associated with this action. This is a non-binding action that would allow
the County to reimburse itself for costs associated with the subject project if the Board
decides to issue bonds to finance the project at a future date. It is anticipated that costs for
the West County Clinic will be booked in the Hospital Enterprise Fund (EF1).
BACKGROUND:
The County is currently in the process of replacing the Richmond Health Center, a 45 exam
room, 32,000 square foot clinic, with a new 50,000 square foot clinic with 60 exam room
and all supportive services that may be located in the City of San Pablo, California. The

records, nurses’ stations, doctor work areas, patient registration, and ancillary services.
The facility will continue to be operated by the County. The Contra Costa County Health
Services Department is the largest provider of inpatient and outpatient safety-net services
for the uninsured in the County and the Richmond Health Clinic is the largest Federally
Qualified health center in the most economically challenged part of the County.
The County may wish to consider financing the cost of the project with bonds at a future
date. This resolution would fulfill legal requirements to allow the County to reimburse
itself with bond proceeds for certain costs incurred prior to a subsequent bond issuance.
