ATTESTED: August 3, 2010 David J. Twa, County Administrator and Clerk of the Board of Supervisors By: KATHERINE SINCLAIR, Deputy cc: Cassandra Youngblood, Katharine Mason, Vickie Kaplan, Ressie Dayco C.41 To:Board of Supervisors From:Joe Valentine, Employment & Human Services Director Date:August 3, 2010 Contra Costa County Subject:CORRECT 2010-11 Richmond Community Foundation State Preschool & Head Start contract BACKGROUND: Contra Costa County receives funds from the Administration for Children and Families (ACF) to provide Head Start and Early Head Start services to program eligible County residents. Contra Costa also receives funds from California Department of Education (CDE) to provide State Preschool services to program eligible County residents. The Board approved receipt of funds from ACF on September 15, 2009. The receipt of funds from CDE is in process and will be finalized upon determination of the State budget in the coming weeks. In order to provide a wider distribution of services to County residents, the Department contracts with a number of community-based organizations. Approval of this contract will allow the provision of Head Start services and State Preschool Prekindergarten Literacy services to program eligible children and families in West Contra Costa County. After the original 2010-11 program year contract had been drawn up, the Bureau made changes to the program slot allocation necessitating this correcting board order and new contract. CONSEQUENCE OF NEGATIVE ACTION: CHILDREN'S IMPACT STATEMENT: The Employment & Human Services Department Community Services Bureau supports three of Contra Costa County’s community outcomes - Outcome 1: “Children Ready for and Succeeding in School,” Outcome 3: “Families that are Economically Self-sufficient,” and, Outcome 4: “Families that are Safe, Stable, and Nurturing.” These outcomes are achieved by offering comprehensive services, including high quality early childhood education, nutrition, and health services to low-income children throughout Contra Costa County.
