Approve and authorize the Health Services Director, or his designee (Haven Fearn), to
execute, on behalf of the County, Contract #74–054–14 with Community Health for Asian
Americans, a non-profit corporation, in an amount not to exceed $212,800, to provide youth,
family, and community drug abuse prevention services, for the period from July 1, 2010
through June 30, 2011.
FISCAL IMPACT:
This Contract is funded 28% by Federal Primary Prevention, 38% by Substance Abuse
Primary Treatment Block Grant Youth Set-Aside, and 34% by State Comprehensive Drug
Court Implementation Grant and Administrative Office of the Court funding. There is no
increase in rates.
BACKGROUND:
This Contract meets the social needs of County’s population by providing specialized
substance abuse prevention programs so that addicted youth are provided an opportunity to
prevent or recover from the effects of alcohol or other drug use, become self sufficient,

BACKGROUND: (CONT'D)

On August 25, 2009, the Board of Supervisors approved Contract #74 054 13 Community
Health for Asian Americans for the period from July 1, 2009 through June 30, 2010, for the
provision of youth, family, and community drug abuse prevention services in West Contra
Costa County.
Approval of Contract #74–054–14 will allow the Contractor to continue providing services
through June 30, 2011.
CHILDREN'S IMPACT STATEMENT:
This Alcohol and Drug Abuse prevention program supports the Board of Supervisors’
“Families that are Safe, Stable, and Nurturing” and “Communities that are Safe and Provide
a High Quality of Life for Children and Families” community outcomes by providing
individual, group, and family counseling; substance abuse education; rehabilitation support
services; and substance abuse prevention services. Expected outcomes include increased
knowledge about the impact of addiction; decreased use of alcohol, tobacco and other
drugs; increased use of community-based resources; and increased school and community
support for youth and parents in recovery.
