APPROVE and AUTHORIZE the Employment and Human Services Director, or designee,
on behalf of the Workforce Development Board of Contra Costa to apply for and accept U.
S. Department of Health and Human Services, Administration for Children and Families,
funding up to $25,000,000 for a 5-year period to provide employment and training services
to Temporary Aid for Needy Families (TANF) participants leading to employment in the
healthcare industry for the period, upon the award, of 5 years with an estimated start date of
October 1, 2010.
FISCAL IMPACT:
County to receive grant funding up to $25 million for a 5-year period from the U. S.
Department of Health and Human Services, Administration for Children and Families.
100% Federal. No County match.
BACKGROUND:
The Workforce Development Board of Contra Costa, as a member and anticipated lead
applicant of the multi-county Bay Area Healthcare Funding Consortium, will apply for
funding from the U. S. Department of Health and Human Services, Administration for

Children and Families in an amount up to $25,000,000 for a 5-year period to provide
employment and training to Temporary Aid for Needy Families (TANF) program
participants leading to employment in the healthcare industry.
CHILDREN'S IMPACT STATEMENT:
The funding will support two of the community outcomes established in the Children's
Report Card, 3) "Families that are Economically Self Sufficient" and 4) "Families that are
Safe, Stable and Nurturing", by providing the tools to assist families to obtain and maintain
non-subsidized employment leading to family self-sufficiency.
