ADOPT Resolution 2010/407 calling for an appropriations limit increase election on
November 2, 2010 for County Service Area (CSA) R-7A.
FISCAL IMPACT:
There will be no fiscal impact to the County General Fund. All funding will come from
CSA R-7A. Project No. 7758-6x5184.
BACKGROUND:
When the Gann Initiative (Proposition 4) became effective in 1979, it imposed a limit on the
future expenditures of service areas. However, voter approved overrides allow for an
increase in appropriation limits. CSA R-7A’s override expired in Fiscal Year 2009/2010.
Based on historical information, without the current override, the District would exceed its
Fiscal Year 2010/2011 appropriation limit. An override for Fiscal Years 2010/2011 through
2013/2014 (inclusive) will likely be required to cover any projected excess revenue in each
of these fiscal years. It is recommended that the override be increased to $1,500,000.
